Enhancing Quality of Life: Strategies for Meeting and Exceeding the Home Community Based Waiver Final Rule



In this highly informative and inspiring session Dr. Tom Pomeranz details the expectations of the Home and Community Based Waiver Final Rule, promulgated in March 2014. The Final Rule requires that all HCBW Providers meet the standards set there-in by March 2023. Tom will share with participants the historical evolution of HCBW Regulations. The Final Rule which redefined services to individuals with I/DD will be placed in perspective by providing an understanding of the evolution of our industry, an evolution that brought our industry to this momentous time.


Most importantly, Dr. Pomeranz will detail procedures that can be implemented by providers to ensure that all waiver recipients “have full access to the benefits of community living and the opportunity to receive services in the most integrated setting appropriate.” Furthermore, the session will describe procedures that may be used to ensure services are individualized and person centered by “recognizing that there is not a singular service design that can be used to meet these requirements in all situations.”


The Session will focus on a variety of Final Rule principles and constructs that serve as the foundation for this historic Rule. The following are a few of the principles to be addressed at the Session: an integrated day, inclusive relationships, free from restraint, treated with dignity and respect, accessible environment, non-regimented daily activities, access to food at any time, visitors of one’s choosing at any time, choice of setting, choice of provider and right to privacy.


Most importantly participants will be given ample opportunity to ask specific questions regarding how these challenging requirements can be met in their specific organization.
